I OBJECT

ART.1:Declárese of national interest her, promotion and promotion of the microcompanies in the whole ambience of the national territory being the object of the present law, to establish the legal and normative framing of the micromanagerial sector.

ART. 2: Consider microcompany to any commercial unit and of production of goods and service of economic and social interest established or to establish in the whole national territory, which busy personnel does not overcome 10 persons, whose annual gross total of selling does not exceed the $ 300.000.-

ART.3: To the effects of identifying to the included subjects, there are considered to be microbusinessmen the natural and/or juridical persons who should fit to the established in the previous article.


OF THE ORGAN OF APPLICATION

ART.4: The application of the present law will be defined in the ambience of the National Executive power, in jurisdiction of the Department of Economy of the Nation.

ART.5: There are functions of the organism of application: a) to encourage the participation of national, provincial and municipal entities; b) to constitute the national microcompanies record; c) to implement the inscription registration of the microcompanies; d) to implement and to promote tax benefits for the microemprendimientos understood in the present law; e) implementation of trade and financial policies for the development of every sector of the economic activity; f) to manage the securing and instrumentation of promotional lines of financing belongs already to national and international sources; g) to implement programs of managerial formation faced to the development of the microcompanies in general.


DIET OF PROMOTION

ART.6: The Executive power across the application organ will grant to the microcompanies businessmen the exemptions for the initial stages of the shape of the microcompanies, fiscal stimuli and any other promotional mechanism that stretches to flexibilizar his conditions or to compare his rights and obligations according to the position that based on the sectorial and regional categorizations are established.

ART.7: The companies inscribed into the National Record of Microcompanies which gross annual income finds between the $ 12.000.-and $ 48.000.-will be exempt from any national tax during the first year of functioning, as well as from any contribution and/or contribution on the wages of his clerks from the above mentioned year, this benefit will diminish because of 25 % annual, what will be also applicable to those that they had decided in favor of the Monotax. When the annual gross revenue finds between $ 48.001.-and $ 144.000.-the exemption will be 75 % for the first year of functioning, diminishing progressively in 25 % per year up to exhausting the benefit. In the same way, when the annual gross revenue places between $ 144.001.-and $ 240.000.-the exemption for the first year of functioning will be 50 %, diminishing progressively in 25 % per year up to exhausting the benefit. When the revenue is of $ 240.001.-up to $ 300.000.-the exemption will be 25 % for the first year.

ART.8: Exempt from the payment of the tax.a the interests to the subjects contemplated in this Law.

ART.9: Exempt from the payment of the tax to the profit to the subjects contemplated in this Law by the amounts of the utilities retained and capitalized in the company, as the above mentioned capitalization efectivice in the exercise following that of his generation.

ART.10: In the term of 90 days told from the promulgation of the present Law, the National Executive power it will have to implement, in agreement with the Provinces, the only and simplified application tax system to the microcompanies and submitted to the diet of joint participation that decides.


SPECIFIC PROMOTIONAL SUPPORTS

ART.11: To regulate mechanisms to grant medical coverage to the microbusinessmen and to his familiar group, in accordance with the conditions and values of the charge that the authority deaplicación is convenient with the Social Works.

ART.12: The national, provincial and municipal organisms will be able to acquire for direct hiring and with criterion of priority, goods and services produced by the microcompanies inscribed into the National Record of Microcompanies and with widespread certificate and in validity, whenever the quoted offer is the most suitable to the fiscal interest in terms of quality, supply and prices.

ART.13: To the effects of complementing efforts to reach competitiveness on the market and to assemble the conditions established in the previous article, the microcompanies will be able to constitute transitory associations to be providers of the state, by means of special direct hiring between the parts and between these and the buying organism, without the rights and obligations of the parts exceeding the attributions that derive from the express hiring.

ART.14: The authority of Application will summon, in order to guarantee the objects of the present Law, to the entities and provincial of the public and private sector, national, linked to the subject-matter, for the shape of the Council of the Microcompany.

ART.15: The Federal Council of the Microcompany will take the advice as a function in those topics related to the development and consolidation of the micromanagerial sector that is needed from him by the Authority of Application. The regulation for his functioning, like the objects and specific functions, they will be defined by the members of the Advice, from the shape, and it will rise for his approval up to the Organism of Application.


GENERAL DISPOSITIONS

ART. 16: The microcompanies will be able to register in free form and obtain the certificate that credits his condition, to reach the benefits to which the present Law refers.

ART.17: Fix the term of 60 days for the rules of the constitution and organization of the Federal Council of the Microcompany.

ART.18: One invites to adhere to the present Law to the provincial states, thinking that the present is one of the axes of a politics of the State tending to favor the provincial development.
